According to the Announcement No. 9 of 2024 of the State Administration for Market Regulation, compulsory product certification management will be implemented for flame-retardant wires and cables from July 1, 2024. From July 1, 2025, flame-retardant wires and cables that have not obtained CCC certification certificates and marked with certification marks shall not be shipped, sold, imported or used in other business activities.

Civilian wires and cables, mainly building wiring and equipment power cords, are products that people are more commonly exposed to on a daily basis. Their product quality is directly related to the personal and property safety of consumers. Previously, the State Administration for Market Regulation has implemented CCC certification management for common non-flame-retardant civil wire and cable products such as rubber insulation and polyvinyl chloride insulation. In recent years, with the upgrading of technology and the increase in demand for use, the market share of flame-retardant wires and cables has continued to increase. However, due to the generally small scale of enterprises in the civil wire and cable industry, the lack of systematic quality management methods, and the fierce market competition, the problems of conductor discounts and the use of inferior cable materials in wires and cables have been repeatedly banned. In particular, due to the lack of mandatory market access requirements for flame-retardant wires and cables, some companies even label their non-flame-retardant wires and cables as flame-retardant wires and cables, deliberately evading CCC certification supervision.

In accordance with the unified deployment of the State Council on strengthening product quality and safety supervision, the State Administration for Market Regulation will include flame-retardant civilian wires and cables in the scope of CCC certification implementation, and will more strictly control market access to prevent problematic wires and cables that do not meet standard requirements and have safety hazards from entering the market, and ensure strict entry from the source, strict management of the process, and strict control of risks to ensure that the people can buy with confidence and use with comfort.
